Delivering a community hub in the heart of a vibrant and growing town centre.
A brand new $35.8 million library and community hub will be delivered in Seven Hills offering a vibrant new space for locals to learn, connect, and thrive. The 2,300 sqm facility provides a two-storey building with a modern library, enclosed children’s play area, six versatile function rooms, five dedicated study rooms, meeting rooms, a community plaza, ample parking, and modern amenities including kitchens, accessible bathrooms, family rooms, and accessible change facilities.
The library will be called ‘Betty Malthus Library’, in honour of former Chief Librarian of Blacktown, Betty Malthus. This pays tribute to her dedication and contribution in serving the community across the four branches.
This project is one of the seven transformational projects funded as part of the Western Sydney Infrastructure Grants program, aimed at transforming community spaces for future generations.
The APP Group was engaged as Program Manager for the delivery of the Western Sydney Infrastructure Grants program for Blacktown City Council. Our team will be delivering projects through the project lifecycle, from ideas inception to commissioning and operations, working closely with Blacktown City Council to significantly enhance the lives and livelihoods of the community.
Construction is expected to start mid-2026 with the community hub set to open in Q3 2027.
