Bringing a local library project 'back on track'.

In 2002, Singleton began planning a new library to meet the needs of its expanding population. Construction began in 2003, but just a few months into the project, problems emerged and the project stalled.

With only eight months remaining before handover and a rapidly dwindling budget, The APP Group was engaged by Singleton Council in January 2004 to manage the building’s completion. 

The APP Group has a strong track record in turning around distressed projects which ensured that these challenges were met to the satisfaction of Singleton Council. Our team undertook a detailed documentation review, rewrote the program, restructured the delivery and administration process, and then renegotiated all consultant packages. 

From a concrete slab in December 2003, the result became a state of the art 1,584m2 facility delivered within budget by August 2004. The building effectively utilises green building principles such as mixed-use mechanical services, high and low level lighting and a building management system.

The library includes 28 computer workstations each with public access to the internet, and specialised technology for the vision-impaired and those with poor literacy skills. There are also training rooms equipped with amplifier loops for the hearing impaired, specialised local study areas, exhibition and display areas, and kids’ play and reading areas.
