Strategic support to deliver long term benefits
Anglican Care is a not-for-profit aged care, retirement, and assisted living provider, with facilities throughout the Lake Macquarie, Hunter, Central Coast and Mid-Coast regions of NSW.
APP has worked with Anglican Care for the past 7 years as their project management partner. We provide strategic and specialised advice for the development of their long-term property development plan (PDP) and portfolio. The PDP review identified that the CA Brown Lodge residential aged care facility (RACF), into which the Fred Lean Hostel was incorporated in 2007, no longer met resident standards and market expectations. The location at Booragul, on Lake Macquarie is ideal, so the review focused on improving the facilities.
Defining the project to achieve the right outcome
APP worked with Anglican Care and a team of project consultants to develop seven different refurbishment options for these facilities. We developed and documented a significant refurbishment and upgrade of the co-located facilities and obtained Development Approval from Council.
As the project progressed, we saw that reuse of the existing built form would not be the best option nor a value-for-money solution for Anglican Care and the residents. The Booragul site was the iconic original home for Anglican Care’s first Aged Care facility 60 years ago. Located at the complex, is the CA Brown Retirement Living Village, McIntosh Court and Anglican Care’s Corporate Administration building.
Anglican Care wanted to capitalise on the site with a “showcase development” that is key to their long-term strategic goals in the region.
Developing a business case to set the objectives
In late 2016, Anglican Care asked APP to prepare a business case to support the option of a new building to replace the CA Brown Lodge RACF. The key objectives were to create:
- contemporary accommodation to meet Anglican Care’s expectations and the high-care needs of residents
- facilities that promote the efficient and effective delivery of care to residents
- a building in accord with Anglican Care’s business models, systems, and beliefs, and
- a financially viable and sustainable facility.
While refurbishment options were explored, it was clear that the new-build option offered significantly less risk, better operational efficiency, improved campus amenities and met Anglican Care’s broad PDP objectives.
Anglican Care endorsed and approved the new-build option with APP as the Project Manager/Superintendent in late 2016.
A flagship facility for Aged Care in the Hunter
APP worked with Anglican Care as the project Superintendent for the demolition and reconstruction of the flagship facility. As the Superintendent, APP was responsible for the administration of the design and construction contract. We worked to ensure that the contract was administered impartially and independently.
The facility has 126 single ensuite rooms, 18 of which provide support for patients with dementia. Other amenities include:
- a purpose-built day therapy centre
- several multi-purpose spaces, and
- a chapel.
The redeveloped facility is designed to expand and improve the care of services available to residents and the community. It provides a new entry to the residential village and improved landscaping for the existing campus.
APP has project management expertise and a detailed understanding of the specialist requirements needed for aged care developments. Our experts quickly responded to the challenges, including the constraints presented by the site, the change in direction from refurbishment to new build, and to latent conditions.
In March 2020, the renamed CA Brown RACF project reached completion. APP delivered a high-quality project, which came in significantly under budget and program. The facility has met the client’s user requirements and exceeded the expectations of residents.
Anglican Care’s dedication and commitment to providing care, respect and compassion for their residents has resulted in a reputation for delivering the highest standards of aged care. The new CA Brown facility is an excellent addition for campus residents and the community.
