380-hectare rural rezoning
In March 2013 Celestino appointed APP to help with the planning and approvals process for the development of a new master planned community featuring:
- 4,500 dwellings
- Town centre
- Community facility
The proposed development required the rezoning of 380 hectares of rural land.

APP managed the project with a full technical team, providing expertise in:
- Detailed master planning and strategic planning
- Design and engineering
- Technical feasibility studies
- Planning approvals management
- Management of ecological and archaeological constraints
Achievement
Within three months our team completed the complex field and design work. In July 2013 we lodged a planning proposal with The Hills Shire Council on behalf of Celestino.
Thanks to our comprehensive documentation, the proposal passed smoothly through council, the Department of Planning, the Office of Environment and Heritage, TfNSW and the local community.
In February 2015, just 18 months after the proposal was lodged, the project achieved rezoning and endorsement of a development control plan, section 94 plan and voluntary planning agreement.
The success of the project was built on our comprehensive and accurate technical scoping and our strong framework of communication with government and other stakeholders.
