The APP Group worked with the Town of Port Hedland to progress investigations and analysis of a major service worker housing development in South Hedland. The development involved purchasing land from the WA Government and development of a key worker housing project. 

Our team prepared a business case and financial modelling to explore, justify, and assess the potential investment by the Town of Port Hedland, including potential pursuit of various funding streams. We also explored the level of supportable demand and market depth for service worker product in the locality, as well as industry consultation to understand the potential community need, impact and benefits of additional key worker housing. 

The APP Group was subsequently engaged by the Town of Port Hedland to prepare three business cases and advocacy material to explore the acquisition or lease of major land parcels in South Hedland from the WA Government to de-constrain crown land to support developments arising from the Boodarie Strategic Industrial Area and associated major green energy developments. 

Our team analysed various tenure options and the impacts on various stakeholders, considering the likely project drivers to support future development, such as accommodation, and quantifying the potential monetary and community benefits of the various tenure scenarios. The objective was to utilise the land acquisitions to enable additional community infrastructure investment. We also prepared advocacy material to assist the Town of Port Hedland's efforts to acquire the land.
