Melbourne East Police Station

Delivering a secure build to a tight deadline. 

Victoria Police had outgrown their Police Station at Flinders Lane in Melbourne. With the building’s lease about to expire, Victoria Police decided to move to a more prominent position on Bourke Street. The new location was made up of two separately leased premises spanning 5,500sqm. 

Victoria Police faced the challenge of making a smooth transition to the new location. They would also need to resettle at Bourke Street in time for the 2019 Anzac Day festivities, during which they would increase police presence in the CBD.

The APP Group was engaged by Victoria Police to provide project management services and assisted in the handover of the site from landlord ISPT to Victoria Police for inspection and construction. 

The project team managed a consultancy partnership led by Bamford Architects and managed the tender process to bring onboard head contractor, Arete, a division of Kane Constructions. 

The scope of the role included coordinating multiple stakeholders, project briefing, managing design, coordinating town planning submission and approvals, tender administration, superintendence of fit-out works, and liaising with the City of Melbourne.

Early in the process, we identified the need for additional base build works and facilitated these promptly. We liaised with both the landlord and Victoria Police’s design team to agree to these works within the terms of the lease.

Prior to the handover of the building to Victoria Police, the landlord had been required to demolish the previous tenant’s fit-out, leaving behind a “cold-shell” premises. This forced verifications later into the design process and into the construction phase. The APP Group successfully worked with Victoria Police to track and manage any risks.

During construction, a car-led attack occurred on Bourke Street, heightening safety and security concerns. The APP Group addressed these concerns through careful planning and Work Health and Safety management.
