A secure build to a tight deadline
Recently, Victoria Police outgrew their Police Station at Flinders Lane in Melbourne. With the building’s lease about to expire, Victoria Police decided to move to a more prominent position on Bourke Street. The new location was made up of two separately leased premises.
Victoria Police faced the challenge of making a smooth transition to the new location. They would also need to resettle at Bourke Street in time for the 2019 Anzac Day festivities, during which they would increase police presence in the CBD.
Collaborative management of a tight program
When APP came on board to deliver full project management services, we recognised the unique nature of the project and set out to deliver exceptional results.
We managed a consultancy team led by Bamford Architects and managed the tender process to bring onboard head contractor, Arete, a division of Kane Constructions.
APP also assisted in the handover of the site from landlord ISPT to Victoria Police for inspection and construction.

Thanks to APP’s extensive experience in commercial and retail fit-outs, we took the project from concept design to tender in under six months.
We achieved the deliverables for each design phase, including:
- user group consultations
- project risk reviews
- detailed security requirements
Due to the tight deadline, our specialists had to take swift and strategic action. Early in the process, we identified the need for additional base build works and facilitated these promptly. We liaised with both the landlord and Victoria Police’s design team to agree to these works within the terms of the lease.
Prior to the handover of the building to Victoria Police, the landlord had been required to demolish the previous tenant’s fit-out. This left Victoria Police with a “cold-shell” premises. The Victoria Police design team were limited in their ability to examine the existing site conditions and had to make several assumptions. This forced verifications later into the design process and even into the construction phase. APP successfully worked with Victoria Police to track and manage any risks.
Victoria Police expected exceptional safety and security during construction. APP rose to the task by fulfilling all security requirements. We also managed the installation of truck-stopper bollards in front of the premises and associated services re-directions.
During construction, a car-led attack occurred on Bourke Street, heightening safety and security concerns. APP addressed these concerns through careful planning and Work Health and Safety management. From project commencement to completion, APP succeeded in minimising risks and disruptions.
Victoria Police now enjoys a new state-of-the-art police station on Bourke Street. The twin premises span 5,500m2, with a shopfront of 500m2. The premises include a new façade complete with awning, and upper-levels housing modern administrative and training facilities.
