A vision for the local community
Kiama Municipal Council (KMC) had committed to expanding their aged care services for the local community. To finalise their vision and deliver the much-needed facilities, the Council required expert skills and assistance. The concept for the Kiama Aged Care Centre of Excellence consisted of building luxury accommodation for an ‘ageing-in-place’ service to cater for the varied needs of people as they age.
KMC had identified the site of a former hospital for the development, and the land required significant early works to be usable. These works included demolishing existing buildings and capping contaminated land before construction could start.
A central feature of the project was the restoration of the original 1857 homestead, Barroul House, which is a central feature of the facility. The heritage aspect of this building needed a sensitive approach.
Expert management from concept to delivery
KMC engaged the expertise of APP to steer them through the development. APP joined the project at the very start when there was little more than a masterplan. Our project team collaborated with KMC on the delivery strategy, including analysis of options for a staged development, and finding solutions for the numerous issues of the site. APP specialists also worked with KMC to:
- Clarify client objectives
- Prepare cost plans
- Undertake detailed design
- Devise a delivery strategy
After strategically working through the planning stage, APP project managed the delivery phase of works. We also assisted KMC through the transition between completion of the works and operation of the new facility.
In-depth background knowledge
Having a local presence for over 20 years provided us with specialist regional knowledge needed to understand KMC’s needs and challenges. By working on the project from strategy development right through to the transition phase, a process that took some four years, APP also offered consistency throughout the project. This continuity became particularly valuable to the client when managing and reducing risk.
APP provided expertise for KMC to realise its vision of building a tranquil precinct for the ageing local community. Blue Haven Bonaira provides an ‘ageing-in-place’ community for the Kiama Municipality, allowing families to stay connected with their loved ones. The centre offers multi-stage care across:
- 59 independent living units
- 134 beds in the aged care facility, including 31 dementia specific
- Communal areas including wellness centre, chapel, hairdresser and café
- Administration and KMC offices
APP’s experience of preserving heritage buildings assisted with the restoration of Barroul House. Originally a farmstead, the building was later the matron’s quarters of the hospital, and it now provides a satisfying contrast between modern and heritage infrastructure. Residents familiar to the area can remain connected through a sense of place, and new residents will be encouraged to engage with the rich history of the town.
The precinct provides numerous facilities for the community to use, such as the community hall, rooftop terrace, kitchen, and meeting rooms. Blue Haven Bonaira has also provided an additional 120 jobs, a significant number for this regional area.
