Contractor appointed to NSW Regional Rail project

The NSW Regional Rail project reached a milestone recently, with the engagement of local contractor MAAS Civil to undertake bulk earthworks for a purpose-built train maintenance facility in Dubbo.

The facility is part of a $2.8 billion investment into a new rail fleet which will replace the ageing XPT, XPLORER and Endeavour trains currently servicing the NSW regional network. APP is the Independent Certifier for this major project.

The new trains will improve safety, amenity and reliability for passengers travelling from Sydney to many regional centres in NSW as well as Canberra, Melbourne and Brisbane. The NSW Government awarded the contract to deliver the Regional Rail Fleet project to international consortium Momentum Trains.

APP as Independent Certifier, is required to verify that the new fleet of rolling stock and new maintenance facility have been delivered in accordance with the project requirements.  APP’s team (including Indec and Arcadis) does this by critically reviewing the design against the project scope and transport standard requirements for future verification and acceptance. It also reviews verification activities throughout the manufacture, construction, testing and commissioning phases. The culmination of the APP’s IC services leads to the certification of Acceptance of the rolling stock and maintenance facility prior to them being put into service.

Planning and design work has commenced for the new fleet of 29 new trains, including 117 new carriages forming 10 regional intercity, 9 short regional and 10 long regional trains.

The first new trains are expected to be running from 2023, with the full fleet coming into service progressively.
