APP manages new Downing Centre Courts Redevelopment
The Downing Centre and John Maddison Tower Court Complex in Sydney is the largest in NSW, and deals with 60 percent of the court matters in the State. Based on our previous work for the Department of Justice and Attorney General, APP was appointed Project Manager to manage an extensive redevelopment, in staged delivery over five years.
The redevelopment will impact on a number of areas, including a new court for hearing multi-accused matters, new hearing rooms, and new jury and Court Officer areas. It also includes relocation of the Local, Criminal and Civil Registry offices, relocation of Judge’s Library, and refurbishment of existing café and ancillary areas.
APP’s responsibilities include the liaison, management and regular communication with a diverse range of key stakeholders, management of heritage constraints (such as the façade), and the incorporation of highly specialised Court Technology.
Because the site is occupied, the challenge for APP is to manage the redevelopment with minimal disturbance to court operations. The delivery, storage and removal of materials, with limited street access and storage areas onsite, also needs careful management. We will manage the Project Programme to ensure that key milestones are achieved and the project budget achieved. This includes managing procurement, from tender to award, through to managing the construction, commissioning and handover of the project.
